The water is boiling ??

Hello, I have a problem with my Peugeot 205 GR 1.4 (1991)
I think the water is boiling when the car is idling a while, and that made a big hole inn my expansion bottle Sad The instrumentpanel did NOT show that the water was to hot.

May it be the electric cooling fan, thermoswitch or the cooling fan relay? I tried to connect the two wires on the cooling fan relay connector (see picture) but electric cooling fan still didn't start.

Any help would be helpful.
